This position is part of the corporate procurement purchased services category strategy team (cst).
this is a key regional procurement role leading the implementation of key hr staffing category strategies and driving ongoing improvements in the honeywell global contingent labor program (hgclp) in the region.
*description*
- partners with human resources amer leaders to drive supply base strategies in key areas of human resources talent acquisition and contingent labor.
- provides day-to-day oversight and program management for implementing in additional countries and then managing the day-to-day operations of honeywell's global contingent labor program and honeywell's global managed services provider (msp) and vender management system (vms) supplier for the amer region.
- provides procurement leadership, expertise and best value solutions in the contingent labor and human resources professional services categories.
- acts as the primary liaison in the amer region between the honeywell global contingent labor program office, the honeywell global staffing organization, the amer procurement coe, corporate and sbg/u procurement.
- develop robust strategies for the contingent labor and with consideration to quality, cost, speed and service requirements, market conditions, risks and exposures, competitive landscape, and projected changes over the strategic planning horizon; global industry trends, suppliers' capabilities, and overall supply chain expertise
- along with the global team develop contingent labor strategies for execution through the honeywell global contingent labor program office, negotiating regional agreements with contingent labor and professional services suppliers to support functional and business strategies.
all such strategies and agreements will be approved by honeywell corporate procurement and staffing.
- works with the honeywell global contingent labor program office to develop and utilize metrics to analyze and measure program and staffing supplier performance; ensure compliance to contract requirements; leads supplier quarterly business reviews in collaboration with the honeywell global contingent labor program office and internal customers/key stakeholders for the amer region.
- identifies and drives cost/spend reduction opportunities through the honeywell global contingent labor program office as well as through partnership with the sbg procurement teams.
analyzes, monitors and reports major variances between actual performance and targets
- builds and understands total cost of ownership for the categories.
*qualifications*
- strong comprehensive technical knowledge of program/project management; experience in outsourcing critical services from within the company to third-party providers; planning, negotiations and contract management
- knows how business works; knowledgeable in policies, practices and industry trends in contingent labor and human resource category areas and can quantify potential impacts to business results
- working knowledge of procurement/sourcing, business law, contracts, and contract negotiations principles

*must have*
- bachelor's degree required plus a minimum of five (5) years of related experience
- global/corporate/multi-site program/project management experience
- human resources and/or contingent labor and professional services and category management experience
- experience in outsourcing critical services from within the company to 3rd party providers
- demonstrated experience with leveraged agreements, multi-year contracts and major contract management
