responsible for planning, developing and implementing standard practices, methods and procedures for all swf immex operations in mexico for all southbound and northbound shipments in compliance with u.s. and mexico customs laws and codes in effect.
responsible for supervising import/export supervisors in each swf maquiladora and for ensuring that all activities are coordinated in support of the physical movement of goods across borders.
responsible for ensuring compliant & standardized processes are in place to support border crossing transactions related to the following:
- inventory balance management under annex 24 of mexico customs regulations.
- trade programs such as nafta, eu-mexico free trade, etc.
- valuation determinations & reporting and cost submission/reconciliations
- classification for customs purposes
- vat certification program compliance (certificación de iva)
- management of vat credit for temporary imports under vat certification
- declaration of country of origin of materials
- payment of duties, taxes and fees
- recordkeeping
- rule 8 applications
- nom labeling
- c-tpat program management & security initiatives related to customs and shipping
- virtual pedimentos
responsible for representing swf before u.s. and mexican customs authorities as well as other government agencies involved in u.s. - mexico border crossings.
responsible for overall management and training related to swf's import/export software and for any related it change requests initiated by the business users.
responsible for oversight of the third-party mexican broker(s) hired to transact business on swf's behalf.
responsible for overseeing the us forwarder locations that act as distribution centers for springs window fashions materials.
responsible for maintaining the mexican legal entity certifications and licenses related to customs & trade law, such as

1.
monitor the temporary import balances for the 4 mexican maquiladora plants and ensure that all inventory does not reach the period of expiration as stated in the maquila decree (immex) and by mexican customs authorities while ensuring that the inventory transactions are aligned with the company's materials management software and the actual physical inventory on site.
2.
responsible for ensuring traceability of all temporary imported materials and for managing all transactions related to the annex 24 inventory management such as: scrap transactions, pedimento rectifications, changes of regime and material returns.

ensure validations of permits and certifications that benefits the maquiladora trade operations e.g.
vat certification, c-tpat, operador económico autorizado (oea), phytosanitary certificates, steel & aluminum permits, etc.
5.
plan, implement and control new changes required by the mexican government to the maquiladora trade operations, as well to ensure the maintenance and sustainability of the new or improved processes.
6.
standardize the processes, procedures and unify criteria in the 3 mexican maquiladoras for trade compliance, this includes the inventory control software (annex 24)
7.
establish metrics and statistical data for imports and exports to monitor operations in the 3 maquiladoras
8.
create reports to monitor mexican broker fees and expenses to ensure budget adherence in the 3 maquiladoras
9.
track, monitor and publish changes/amendments to the maquila operation rules and laws and ensure compliance with said changes/amendments.
10.
ensure the timely presentation/submission of all reports required by mexican authorities to maintain the 2 maquiladora certifications and licenses related to trade programs.
