hias seeks a technical advisor, gender & gbv, lac to support overall direction and technical leadership for its’ cross-sectoral gender and gbv programming in latin america and the caribbean.
Organizationally, hias is guided by its’ refugee rights framework. This rights-based approach, based on international human rights, humanitarian and refugee law and practice, provides a programming framework for hias’ focus on refugee protection. This framework prioritizes programming impact that ensures forcibly-displaced people realize their potential and become contributors to society, with this impact being achieved through the realization of legal and civil rights and social and economic rights including 1) the right to protection from harm, violence and discrimination; 2) the right to recovery from the shock of displacement, and 3) the right to economic self-sufficiency and inclusion.
This technical advisor, gender & gbv, lac is to support ongoing gbv and multi-sectoral programs, in addition to overall direction and technical leadership for gender and gbv across the region. Responding to ever-growing complexity of the displacement and humanitarian context in lac requires thoughtful engagement and partnership, as well as targeted and sustained technical support. This position will focus on supporting existing programming and technical oversight in peru, colombia, venezuela, ecuador and mexico. The region is home to vibrant feminist networks and long-standing efforts to address gender inequality and violence against women and girls and hias programming is meant to support rather than replace those efforts.
*essential functions*:
*_technical strategy_*
- develops regional strategy aligned with the global gender and gbv strategy.
- supports a regional approach to gender and gbv programming adapting the strategy to country specific needs.
- supports country offices to develop their gender and gbv strategies in accordance with the global and regional strategies.
- performs other duties as assigned.
*_quality insurance_*
- guides the development and implementation of culturally appropriate gender and gbv programming tailored to lac contexts.
- ensures that all gender and gbv work implemented is in alignment with iasc guidelines and global standards and best practices.
- ensures and promotes coordinated and integrated gender and gbv programming across sectors (including mhpss, legal protection, economic inclusion and child protection activities).
- provides high quality technical support and backstopping to gender and gbv staff and partners in the country offices and regional offices.
- shares cross-context learning with program staff across the regions.
- develops, adapts and shares specific tools/resources/curricula/protocols and works with countries and hq to contextualize and adapt global and country-specific materials.
- supports country offices with gender mainstreaming when requested, and revises new programs from a gender lens.
- harmonizes gender and gbv approaches in the region in accordance with hias’ gender and gbv standards.

*_delivery/implementation support_*
- provides delivery/implementation support to ongoing projects ensuring that projects/programs are on track of achievement, risks are identified and escalated to programs leadership and supports the successful close-out of priority projects.
- provides ongoing technical support for gender and gbv programing to hias operations across the region, including support to hias partners.
- contributes to the development of an integrated emergency response plan when needed (including start-up of emergency programming where requested), and supports rapid needs assessments, in close coordination with hias’ technical team, emergency department and strategy & measurement teams.
- guides strategic programming of gender and gbv actions while maintaining strong contacts among gender and gbv project teams in country offices, the director, gender & gbv and the director, safe from the start initiative.

*_capacity building_*
- works with country programs to develop and implement staff capacity strengthening plans.
- supports the development of effective supervision structures and processes for gender and gbv staff involved in programming in the region.
- contributes to capacity strengthening of gender and gbv staff of key partners and other stakeholders at the regional and national level.
- performs other duties as assigned.
*_new business development/donor engagement_*
- supports and contributes to drafting and review of concept notes, proposals and technical reports in terms of language and associated technical references and methodologies.
- in line with hias’ organizational strategic goals, supports the diversification of regional funding by providing input on potential opportunities and partnerships.
