the ci-gcf grants manager supports a portfolio of green climate fund (gcf) projects totaling more than usd 400 million (active and in the pipeline) and several gcf project preparation facility (ppf) grants (averaging >$1 million each) and leads the financial and operational development of proposals in the ci-gcf agency (ci-gcf).
the grants manager will perform day-to-day grants management and operational oversight duties of projects and will contribute to project development while collaborating closely with technical staff on the ci-gcf team. This position will ensure that all financial, compliance, and administrative aspects of grants management are performed efficiently and to a high standard of quality, including review of grantees’ proposed budgets, procurement plans, grants management plans, and detailed financial reports; due diligence of grantees; oversight of, and support to, grant start-up and close-out process; preparation and delivery of grantee training and support; review of audits; leading in-depth desk reviews and/or financial site visits; and communicating with grantees and donor agencies. The grants manager will help ensure that their portfolio of grants complies with ci institutional policies and gcf donor requirements, with an emphasis on oversight of financial management, risk management, and compliance. This position will also support the development of financial and operational components of funding proposals for multi-year, complex projects to gcf ranging from $500,000 to more than $100 million, in the concept note, project preparation funding, and proposal stage.
the grants manager is a member of both the ci-gcf agency and the ci-gef/gcf grants management teams and will report to the ci-gcf grants director.
responsibilities
grants management (outgoing):
* provide financial and operational oversight to projects to verify compliance with strict ci and donor fiduciary standards and grant agreement terms by approving and monitoring annual project budgets, procurement plans, and grants-management plans; reviewing detailed quarterly and annual financial reports; coordinating with the project manager to ensure expenses are in line with project delivery and targets; and conducting in-depth transaction testing, desk reviews, and/or site visits to projects and grantees.
* review annual financial reporting to the donor (gcf) and respond to donor inquiries.
* draft and monitor grant agreements with grantees and track agreements in ci systems.
* build grantee financial and operational capacities through regular communications, training on donor and ci requirements, and the development of tools and guidance materials for grantees.
* support the kick-off and start-up of projects that are beginning implementation.
* conduct in-person or remote grant oversight missions.
* manage the grant closeout process with grantees and donors, and coordinate with other divisions of ci to ensure compliance with ci’s and donor policies.
* prepare complex and clear disbursement requests to the donor.
* record and track incoming and outgoing grants in sharepoint, business world (enterprise resource planning software), conservation grants (salesforce grants management platform), and raiser’s edge (fundraising software).
* identify grant implementation challenges and issues and propose solutions collaboratively with grantees.
* continue training and support to the ee to prevent prohibited practices both within the ee and among subgrantees.
* participate in interdivisional coordination for best practices for gef/gcf grants management.
* provide support to portfolio or project audits.
proposal preparation and negotiation; portfolio management:
* work closely with grantees to align their project needs with complex and restricted donor requirements during multi-year proposal development.
* support project development kick-off meetings to provide grantees with clear guidance on proposal requirements.
* working with interdivisional colleagues, review complex project budgets ($500,000-$100 million or more), co-financing requirements, and procurement plans to be submitted to highly restrictive public donors (gef and gcf), and incorporating financial information throughout funding proposal documents and annexes.
* conduct awardee financial due diligence and recommend mitigation measures and appropriate implementation arrangements to ensure appropriate controls are in place for the successful management of projects.
* ensure quality control and ensure that ci and/or gcf policies are followed during the project development stage of a project.
agency and compliance:
* develop, maintain, and update grants-management templates, policies, and procedures including but not limited to agreement and amendment templates, budget and reporting templates, grantee selection and review process, and other grant monitoring or compliance requirements.
* provide guidance to teammates, colleagues in other ci divisions, and grantees.
* participate in agency-wide initiatives and projects.
other duties as assigned by supervisor.
working conditions
* employee must be legally authorized to work in one of the listed countries.
* travel is expected internationally up to 20%.
* this is a hybrid position and full-time office presence is not mandatory, except as required by the country office or supervisor. This position will be required to work non-standard work hours at times to accommodate donors and grantees in different time zones.
qualifications
required
* bachelor’s degree.
* 4 to 6 years of relevant and transferable experience and experience in providing grants-management support.
* understanding of procurement policies for international ngos.
* strong organizational skills; ability to prioritize and manage high-volume and varied tasks and meet deadlines.
* resourcefulness, adaptability and creativity, problem-solving skills, and ability to work proactively.
* service focus, courteous, tactful, and proven ability to work collaboratively and effectively with others from a variety of disciplines, cultures, and backgrounds.
* excellent verbal and written communication skills with internal and external audiences.
* strong work ethic and willingness to take ownership of wide-ranging responsibilities.
* strong computer skills, proficiency with microsoft office package and web researching skills, and advanced skills in microsoft excel.
* fluent in english and spanish.
preferred
* master’s degree.
* knowledge of, or experience working with the gef, gcf, multilateral donors, or public funding.
* affinity for environmental and conservation issues.
* experience in monitoring and managing grantees, preferably using grants-management software.
* experience in reviewing detailed and complex budgets and/or accounting background or training.
* experience working effectively with remote teams.
* experience in interacting and/or reporting to donors, including public funding sources.
* knowledge of salesforce, concur, and or unit 4/business world or similar erp systems.
