Description
this position controls the transit of trains and engineering gangs while operating in the lor (line of road) using the existing systems according to the guidelines established in the gcor/rit and train dispatcher manual. The most important duty of a dispatcher is to move the trains in a safely and efficient manner mitigating delays. This role uses computer and radio communications to stay in touch with the crews and control the safe movement of trains throughout kcsm network, taking immediate action when necessary in case there are incidents while traversing the different subdivisions.
uses highly developed analytical skills to complete a wide range of tasks and procedures. Generates innovative solutions to complex logistics problems. Proposes improvements to current processes looking for standardization and consistency in execution of the transportation service plan.
accountabilities
1. directs and coordinates railroad traffic, issues authorities, operates signals remotely from the noc office
2. monitors all train movements and maintains computerized records of delays
3. knows assigned territory and keeps direct leaders informed of any changes or challenges to execute schedules and ordered movements. Maintains familiarity with scheduled runs, destinations, times of arrivals and departures.
4. communicates with train crews on weather or any environmental conditions affecting train movement and adjust plans accordingly along with corridor mangers
5. monitors computerized train control panels (tmds)
6. operates controls to activate track switches and traffic signals. Remotely applies and removes blocking devices.
7. reports alleged violations of operating rules and any irregularity related to train movement.
8. plans in advance for smooth and effective movement of priority trains, including trains containing hazardous material or restricted shipments, and meets/passes to avoid unnecessary delays.
9. coordinates track usage with engineering department personnel.
10. delivers information to terminal supervisors and sub terminals about the arrival of trains.
11. demonstrates operational excellence by knowing and applying the business requirements. Demonstrates customer focus and contingency planning to ensure stakeholder expectations are met.
12. understands the relevant business metrics such as gross velocity, train length, re-crews, and applies tactics to sustain a culture of operational effectiveness
13. identifies when a rule/regulation/policy has been violated and has one-on-one accountability conversations with an individual who has not met expectations, using kcs candor, aligning the stars & kcs abc's, and have the individual produce better results.

ideal candidate qualifications
required
18. bachelor's degree from an accredited university or college, preferably in a job related major field of study
19. minimum five (5) years of relevant operations experience, or equivalent combination of education and experience
20. ability to speak clearly read and understand operating and safety rules, exercise superior judgment, analyze problems and develop action plans containing corrective action.
21. demonstrate a strong aptitude for utilizing information systems and thrive in a fast-paced, pressure-filled work environment with changing priorities.
22. multi-tasking is a must.
23. must be able to identify and distinguish colors displayed on a video monitor and video display in order to read track labels, switch indicator lights and other safety sensitive indications.
preferred
24. prior transportation industry experience (especially railroad), military or air traffic controller experience.
25. mcs (management control system) and tmds (train management dispatch system) experience.
26. gcor/rit qualified.

working conditions
28. shift work is an essential function of this job. Employees must have the ability and willingness to support critically important railroad operations 24 hours per day/7 days per week, working various shifts as assigned. Schedule assignments may include after-hours, weekends and holidays.
